The dark tower

On Friday, I was given a lift to Barry Norman’s funeral in the Hertfordshire village where he lived for many years. We drove north from the Radio Times office in Hammersmith, West London, and although I wasn’t looking for it, I saw the corpse of Grenfell Tower for the first time. Forgive me for taking a picture of it, but it stopped me short; it was like glimpsing the Hollywood sign for the first time in Los Angeles, or Guernica in the Reina Sofia in Madrid (neither of which landmark did I attempt to photograph, incidentally – one occurred before the ubiquity of camera-phones, the other would have been inappropriate and they were selling postcards in the gift shop). My photo of Grenfell, as we all now know it, was taken quickly, on a bad, old phone, and in motion on a roundabout, but even in this non-prizewinning form, it still it chills my blood.

Unlike the other two famous towers that were destroyed, Grenfell still stands. And in this, is it powerful. It is a constant – if not, one assumes, permanent – reminder of what went on here, in my city, in a borough I often have cause to visit, one of the wealthiest boroughs in the world, not just in London. What actually went on here, the tragedy itself, happened in a relatively short space of time. The Twin Towers in New York were destroyed in approximately an hour and three quarters, between the first impact, and the second collapse (although thousands of tons of toxic dust, comprising asbestos and other contaminants, not to mention human tissue, lingered for days, weeks, months – in fact, 18,000 people are said to have been made ill by the dust and pre-9/11 air quality did not return until June 2002). Grenfell took around 60 hours to burn itself out, having started after a fridge freezer caught fire at around 1am. There is no point in pressing any further comparisons. The towers in New York were built in the 1970s predominantly for private enterprise and were designed not to collapse, or kill anybody. Grenfell Tower, and others like it, were built as social housing, and were run and maintained by the state.

Ironically perhaps, the Trade Center was not properly fireproofed, and in September 2001, replacement cladding was in the early stages of being replaced: only 18 floors of WTC1 had been improved before the planes hit and made that immaterial. (A fire in 1975 had affected six floors of one tower before being successfully put out.) The World Trade Center was clearly named. It was built to regenerate Lower Manhattan and around 40% of it would be leased to private, business tenants, with rent going to the Port Authority. (The rest would house government and federal offices.) Many who objected to the project felt it shouldn’t be “subsidised” (they hate that, messing with the market) and disputed the notion of a state body moving into private real estate at all. But the Port Authority, which basically controls everything that comes in and goes out of New York and New Jersey, runs on rents, fees and tolls for tunnels and bridges. It’s complicated, in other words.

Grenfell Tower, a mere 24 storeys high, was completed a year after its taller, more aggressive New York cousins, in 1974. (The ribbon was cut on the WTC in April 1973, which meant it was up and running in time to replace the Empire State Building in a brash, oil-embargo Hollywood remake of King Kong, with the giant ape misleadingly able to put one monkey foot on either Tower and straddle it in the publicity materials.) Grenfell, named after an adjoining road, itself named after a Field Marshall who fought in the Anglo-Zulu War, was built in the Brutalist style, which I happen to rather like, as a style. (I wouldn’t want to live anywhere above three floors though.) It was nicknamed “the Moroccan Tower” by locals to reflect the ethnic bias of those who lived in it in the mid-70s. In the mid-80s, Margaret Thatcher encouraged council tenants to buy their flats and then vote for her. Only 14 of Grenfell’s 120 flats were privately owned when it burned down.

When I ghoulishly but instinctively took a photo of the husk of Grenfell from my friend’s car on Friday I didn’t need to. The husk is on the news – certainly Channel 4 News, and London Tonight – every night. It is now almost five weeks since the fire, but just as the charcoal parody of a tower block refuses to stop sticking a middle finger into the London skyline on a round-the-clock basis, the story will not go away. Nor, inconveniently, will the surviving residents, who seem to have solidified through community spirit into a permanent working party action group on behalf of all people who live in towers in this country. Many Grenfell residents raised concerns about safety, not least fire safety, in the months before the fire, but were dismissed by Kensington and Chelsea Council as trouble makers. (This is the Tory-run council that took £55 million in rent in 2016 but invested less than £40 million in council housing.) It is not forced or wishful to view the horrific demise of at least 80 people – a figure kept lower than the assumed 100-plus by lack of DNA evidence – as a class issue. (Some found it intrusive but I didn’t when Victoria Darbyshire hugged a grieving, shellshocked eyewitness, resident and survivor live on the BBC. For me, it melted away barriers.)

By “class” I don’t mean middle-class, or upper-class, or working-class, I mean a much starker divide: the one between people who can afford to live in London and people who frankly can’t, but stick it out and hope for the best as they have no other option on account of family, friends, local links, workplace and other fanciful factors that affect actual human beings. Suspicion was aroused among aggrieved and grieving Grenfell refugees when retired Appeal Court judge Sir Martin Moore-Bick was appointed to lead a public inquiry that even he forewarned wouldn’t satisfy everybody. (In November 2014 he’d upheld a judgment that Westminster Council could offer housing to a woman who, with her children, had been evicted from privately rented local housing and offered alternative accommodation 50 miles away. Not a great omen.) The killing joke about Grenfell is that its “refurbishment” had only ever been external; a way of improving the view for other residents ie. private ones.

Theresa May, apparently still Britain’s Prime Minister, called Grenfell “a failure of the state,” as if perhaps “the state” was nothing to do with her, or her cabinet. It was a failure, but one that has killed over 100 people who had done nothing to deserve it except try to scrape a living in a part of London that neatly represents the poles of social experience within one arbitrary boundary. There are residential units owned in Kensington and Chelsea by billionaires in Singapore who will never step foot in them. They do not take advantage of local facilities, nor engage in local activities, for they do not live in their properties. They do not contribute to the local economy like the residents of Grenfell Tower, not even buying a packet of chewing gum from a local shop. This is the obscenity of capitalism. Not a failure of the state, but a failure of the private sector, with its tentacles into everything and its empathy for nothing. Capitalism is the bottom line. Grenfell Tower fell below that line: too full of people on the breadline, and from foreign countries, to care too much about with their petty complaints about exposed gas pipes, blocked fire exits and the “stay put” advice on each floor that might have had some credibility had the cladding used to smarten the building up from the outside not been made of petrol-soaked kindling, or something.

Some experts and one or two Hollywood scenarists had predicted a plane crashing, accidentally, into a skyscraper. But nobody saw two hijacked passenger jets being deliberately flown into towers by synchronised suicidal madmen with pinpoint piloting skills, just after breakfast on a balmy September morning. A whole lot more people predicted a fire in Grenfell Tower.

We can only hope that the inquiry and the inquest, and whatever has to come next to compensate for the lack of clear answers and blame after the inquiry and the inquest, don’t drag this out for as long as Hillsborough. The Grenfell Action Group don’t even yet have a figure to put on their tragedy; a number to hammer home to anyone seeing their banners, or hearing their angry pleas on Channel 4.

People don’t regard the 1970s disaster movies as progressive, or socialist. But The Towering Inferno, released in 1974, the year Grenfell opened, and based on a combination of twin novels about the tallest skyscraper in the world going on fire, had a very simple moral: if capitalism insists of building taller and taller buildings, because that’s all that capitalism has the wit to do, it must improve fire safety at a similar rate. In The Towering Inferno, dedicated to firefighters with a righteous pride in the nation’s working men and women, the 138-floor Glass Tower in earthquake-prone San Francisco lights up on the night of its gala opening because economies have been made to cut costs in its construction. It’s not quite down to poor-quality cladding bought in on the cheap while scrubbing up the outside of the building in order not to offend the eye of the rich neighbours, but the warning from history is identical.

When good-guy architect Doug Roberts (Paul Newman) discovers “duct holes that weren’t fire-stopped … corridors without fire doors … sprinklers won’t work, and an electrical system that’s good for what? I mean, it’s good for starting fires! … What do they call it when you kill people?” (Mind your inflammatory language, John McDonnell!) As with many Hollywood disaster movies made for profit at a time when faith in authority was ebbing away after Vietnam and Watergate, it’s a fable of the little man, or the lone voice, against the big corporations. Ring any bells?

It would be chilling watching the film again now. (I wonder how long before a TV channel in this country will dare to show it, in actual fact.) Forget that it’s future criminal OJ Simpson playing the part of the Chief Security Officer, at one point he is asked for a “complete list of tenants,” something he seems unable or unwilling to access. We live in an age where any borough council in the country ought to be able to supply a full list of tenants in any building on their watch, at the press of a computer key. The fact that this still hasn’t happened speaks volumes about the cladding of obfuscation surrounding this issue.

According to a report quoted in Fire magazine: a third (35%) of the lowest income households renting flats say they have been given information on the emergency fire plan for the building where they live, compared to 88% of tenants on incomes over £100,000 a year. Those on incomes of £25,000 or less are much less likely to feel completely safe from fire (27%) than those on incomes above £80,000 (44%). But two out of every nine (22%) households with incomes under £25,000 living in rented flats who have concerns over fire safety are unable to move because they can’t afford to. It’s no wonder Kensington and Chelsea have emerged even more strongly than our weak Prime Minister as the villains of this piece. The council are the ones who contracted the £10m refurbishment of Grenfell to private construction firm Rydon, who, typically for a public sector contract, in turn subcontracted some of the work, in “an illustration of the rewards on offer to private firms from social housing projects”, according to a piece in the Guardian. Rydon, who will have to account for themselves and others in the parodic food chain, landed £8.6m to “upgrade” Grenfell, including the external cladding being investigated as a potential factor in the fire’s rapid spread. (It really did spread like wildfire.)

In the disaster movie version, when the fire’s been put out by geligniting the water tanks in the roof to create the world’s biggest sprinkler (at least the Glass Tower had sprinklers, they just weren’t working), Roberts muses to Fire Chief O’Hallorhan (Steve McQueen) of the burned-out tower, “I don’t know. Maybe they just oughta leave it the way it is. Kind of a shrine to all the bullshit in the world.”

O’Hallorhan gets the last word. “You know, one of these days, you’re gonna kill 10,000 in one of these firetraps, and I’m gonna keep eating smoke and bringing out bodies until somebody asks us how to build them.”

You will have been reminded by social media, if not the MSM, that when he was Mayor of London, Boris Johnson told a Labour member of the London Assembly Andrew Dismore to “get stuffed” when he questioned fire service cuts that were on a par with planned manslaughter. On his watch – a phrase purloined from the emergency services and NASA – ten fire stations were closed, and 27 fire engines taken out of service.

Heroes, princesses and saints: how do we escape the age of the overstatement?

I don’t wish to blow my own trumpet, but I recently performed a heroic act. A woman dropped her suitcase on the London Underground and got her foot stuck in the gap between train and platform. In one bound, I picked up the case and helped free her foot. I was like the gallant Willoughby in Sense and Sensibility, rushing to Elinor Dashwood’s aid when she sprains her ankle in the rain. I must stress that it was no more than anyone else would have done. I must also stress that I didn’t actually do it.

I found out about my own heroism while listening to genial Jon Richardson on 6 Music; the grateful damsel had emailed his show in order to publicly thank me for my chivalry as part of an ongoing quest for “good deeds”. But it wasn’t me. I wonder if perhaps it was the left-wing comedian Mark Steel who freed her stuck foot, as I am often mistaken for him.

It was nice to be a hero, however fleetingly, although sadly the word itself – once the evocative preserve of Greek myth, Hegelian Volksgeist, or at the very least Victor Mature – has been overused to the point of meaninglessness. We live in the age of the overstatement, where Jade Goody can be a “princess” by dint of dying, and a “saint” without any of the tiresome red tape of investigation, exhumation, veneration, beatification and the corroboration of at least one miracle. You can be a “hero” in the Daily Mail for refusing to sort out your plastics and glass in the recycling bins provided.

The rot started with Diana’s death on August 31, 1997, when Tony Blair coined “the people’s princess”, and the princess’s people struggled to express themselves without recourse to the iconography of playing cards. A similar thing happened on September 12, 2001, when the US media indulged in an increasingly deranged hyperventilation contest, invoking nothing less than the rhetoric of the Bible and/or Winston Churchill.

Feminist writer Susan Faludi catalogued the farce in her book The Terror Dream. The New York Times set the overstatement ball rolling in an editorial that read, “If one hero has come to stand for all, it is the New York City firefighter,” later using the phrase “knights in shining fire helmets.” Under the headline, “The Firefighter: An American Hero,” People magazine testified, “It is the valiant warriors on a flame-filled vertical battlefield who have taken on the mantle of legend, like the Spitfire pilots in the Battle of Britain, or Leonidas’s 300 Spartans holding the line at Thermopylae.” The Wall Street Journal claimed that firemen “possess a gene lacking in the rest of us,” speaking of a “godlike prowess, beneficence and divinity.” President Bush, posing with firefighters and waving a bullhorn at Ground Zero, said, “These are the men who will fight our wars.” Actual firefighters admirably resisted sanctification of this kind, giving testimony about “inadequate communications capabilities” and “no command structure” – but such inconvenient oral histories were buried for three years.

New York governor George Pataki went further. He proposed that every single one of the 2,974 who lost their lives on September 11 (2,992 if you count the hijackers, which, oddly, he didn’t) be inscribed a “hero” on a memorial plaque. Families of rescue workers actually demanded a distinction between “heroes” and “victims”, at which a semantic tug-of-sentiment ensued.

The Sun would have us believe that every single man or woman who joins the armed services is a “hero.” The newspaper’s laudable charity for wounded personnel, Help For Heroes, hammers this home, even though many are injured in the mundane course of duty. On April 15, for instance, the US Department of Defense [sic] announced the death in Afghanistan of a US corporal due to “injuries sustained from a non-combat related incident.” He was more heroic than me, or any Sun journalist – to quote Woody Allen: in the event of war, I’m a hostage – but how are we to distinguish between a soldier and a hero if you apply the accolade to somebody just doing their job?

It’s the same kind of breathless but self-defeating overstatement that, from a random recent sample, speaks of “anarchy unleashed” at a largely peaceful protest, or a life “snuffed out” when it simply ends, or indeed that Kelly Macdonald is “cinema’s best kept secret” when in fact she is just an actress who’s not especially famous. Smooth Radio recently advertised concerts by the “legendary Neil Sedaka”. Where does that leave music’s actual legends?

How much slower the “Pugh! Pugh! Barney McGrew! …” bit would have been on Trumpton had each member of Captain Flack’s brigade been dutifully acknowledged as a “hero” by narrator Brian Cant. In the event of an emergency, I’m Mark Steel.

It is on this day in history that I tend to remember October 6, 1997, the day I went up to the 107th floor of the South Tower of the World Trade Center in New York. It was called the Top Of The World Observation Deck and it was indoors. Weird, still, that the first World Trade Center is in past tense, and indeed that there’s now a second one. You were able to stand with your toes touching the floor-to-ceiling glass and look down 1,310 feet to the street below. Not one for those with vertigo, it was a once-in-a-lifetime experience, although at the time I didn’t know the full, finite enormity of that clichéd description.

I remember queuing up on the ground floor – what would become, four years later, Ground Zero, with people queuing to get the fuck out – and pass through the security checks which had been added after the 1993 World Trade Center bombing. The one that failed. Looking back, I don’t know if it was the time of year, or the wind speed outside (it was certainly a clear day), but we didn’t take the short escalator ride up to the outdoor viewing platform on the 110th floor. I’ve since read that it incorporated an “anti-suicide fence”, artfully installed so as not to obstruct the panoramic view of the United States of America. (I’d been outside at the Empire State Building on a previous trip to New York, possibly my first, in 1990, when I bought an Oakland A’s baseball cap because it had a white, Gothic “A” against Hunter green on the front.) This was $10.00 well spent.

Oddly, we had planned to return to the top of the World Trade Center, in fact the North Tower, on a subsequent trip to New York in 2000, but we cancelled the trip. We’d promised ourselves a meal at the Windows On The World restaurant. It never happened.

Needless to say, on September 11, 2001, at 08.46 New York time, I felt the time-delayed impact on the South Tower, which was the second impact and the decisive, marrow-chilling one that confirmed premeditated attack and ruled out pilot error, and switched the world’s focus from one disaster movie to another disaster movie. Since we memorialise the date every year – and how wrong I was at the time to resist handed-down orthodoxy that named it “the day everything changed” – I don’t feel it’s too mawkish, or hawkish, to remember where I was.

I was in a windowless BBC recording studio in Western House, where, in 2001, the digital radio station yet to be called 6 Music (and in fact referred to as “Network Y” as if we were working for the Secret Service) was being piloted. I’d been given a stab at the presenter’s job on a show called My Life In CD, a blatant rock’n’roll spin on Desert Island Discs, which eventually went to Tracey MacLeod. I was interviewing the late Linda Smith, Radio 4 humorist, humanist and panel-show guru, about the records that described her life, which included songs by Ian Dury & The Blockheads and Squeeze, I remember that much. Having put the show in the can, we emerged into the corridor and kerfuffle led us into an office opposite, where BBC employees were crowded round a small television turned to rolling news.

I think I’m right in saying that the second plane had hit, so when I watched United Airlines Flight 175 “shark” (to use Martin Amis’s vivid verb) into the same South Tower that I had scaled from within four years before, I must have been watching a replay. The first of probably hundreds of replays on that day in history. Hundreds of thousands now. Feeling exposed and frightened by the idea of being even a couple of floors up in a Government building in a major capital city in the West, I headed home. While I was on the London Underground, heading south, the Towers collapsed. Again, it was old news and replays by the time I got back in front of a telly. Hell of a day. (It’s sad that Linda’s gone.)

The world did change that day. Having this week watched Marcus Robinson’s moving C4 documentary Rebuilding The World Trade Center (which I recommend while it’s up on 4OD for the next 20 days), it’s easy to see the collective human spirit of endeavour that survived the rubble, especially in New York. I find myself something of a 9/11 addict, actually. This, I’m sure, goes back to my morbid boyhood fascination with disaster movies and catastrophe in general. I’m also deeply interested in American politics and foreign policy, and the way they feed into this one day in history is endlessly gripping to me. I’m one of those people who made The 9/11 Commission Report a bestseller in the summer of 2004 – I file it under “fiction”, ha ha. I could open a library of books about 9/11 and its military and political aftermath, including a number of “conspiracy theory” tomes that may infuriate some patriots and lovers of the status quo, but which I find just as relevant; you have to read around a subject, and I have. The world was interesting and scary before 9/11, but it was more interesting and more scary after. I thoroughly recommend Windows On The World, a semi-fictional, philosophical 2005 French novel by Frédéric Beigbeder, which was recommended to me by Brett Anderson, since you ask. I’m still reading the hardback of Jason Burke’s The 9/11 Wars. The wars go on, and so do I.

Don’t look up

My most vivid memory of September 11, 2001, is of being in a BBC building when the first and second planes hit and suddenly feeling vulnerable. I was in a government building in the centre of a capital city. Two planes had been flown into a building in a major city on the other side of the Atlantic. Enemies of America are by definition of enemies of Britain. The thin veneer of normality had ruptured. This wasn’t supposed to happen. I thought, I’m going home.

I’d been inside a studio when the first plane hit, recording a pilot for the as-yet unnamed 6 Music (it was still called Network Y in those prototypical days). The show was My Life In CD. It was eventually presented by Tracey MacLeod when 6 Music went live in March 2003, by which time I had been trained to do the Teatime show. My Life In CD was simply a rock’n’roll Desert Island Discs, in which a famous person would look back over their life by way of ten chosen tracks. I’d already done a pilot with Glenn Tilbrook, and one with Courtney Pine. On September 11, it was the comedian Linda Smith. We’d had a lovely time chatting about her uprbringing and her love of Ian Dury, produced by Frank Wilson, who’d go on to produce Teatime. After the recording, we emerged into the corridor and were immediately dragged into a nearby office by whoever was working in that little corner of Western House to see what was unfolding on TV. The second plane had just hit, and what had seemed like a horrific accident had turned into a horrific attack.

By the time I got home, the towers had collapsed. Like everyone else, I spent the rest of the day watching the news, dazed. We had booked and cancelled a holiday to New York the previous year, and had planned to eat at the Windows On The World restaurant in the North Tower of the World Trade Center. It’s not like we would’ve been in the building that day, but even having booked it for the year before felt surreal. I still had my ticket from going up to the top of the Towers in 1997. That seemed surreal too. What? Those buildings had gone?

By the end of that week, emerging from the daze and having been told again and again by the media that the world had changed, I resisted this truism with every bone of my body. Since George W Bush had stolen the election, I had felt the unsavoury change in mood coming from the White House, as we all had, and although Bush’s approval ratings were already through the floor, I sensed that he had seized this horrible moment and captured the zeitgeist with his monosyllabic, simple-minded patriotism. Hearing that we were “all New Yorkers now”, I felt the hype bearing down upon me and squeezing my head. As far as I was belligerently and stubbornly concerned, the world had not changed on September 11. I was prepared to accept that America had, but why should that drag in the rest of us?

Resisting what I saw as US imperialism, I ploughed a lonely furrow for a while. I felt less lonely when the marches against the war started. I marched on Sunday 18 November, 2001, against the invasion of Afghanistan, and had to pass on the opportunity to interview the directors of Monsters Inc for Radio 4, but I felt strongly about the situation and hoped that this frivolous decision would be respected as I marched past the Dorchester Hotel on Park Lane where the interviews were taking place alongside a particularly loud knot of young Muslim men chanting pro-Taliban slogans and pointing up the mass of contradictions inherent in what was unfolding. (I marched again, of course, on February 15, 2003, against the invasion of Iraq, and felt a distinct lack of loneliness, although, of course, it was clear that the US and their nodding-dog allies were going to make pretty sure that the world changed at that point. It had long since stopped having anything to do with me.)

The irony of all this is that, as the years passed, and the two wars I’d marched against descended into bloody chaos, and George W Bush managed to get reelected, as did Tony Blair, I became mildly obsessed with September 11, 2001. It became the lightning rod for all of my existing interests in modern warfare, politics, foreign policy, America, empire and 20th Century history. I read voraciously. I stopped pedantically refusing to call it “9/11”. I read books which saw events from an essentially right-wing perspective and from a far-left perspective, as well as tomes such as Lawrence Wright’s The Looming Tower and Jason Burke’s Al-Qaeda, which took no side. I became hooked on conspiracy theories, too, I don’t mind admitting it, and even if you prefer the consensus on such things, 2004’s The New Pearl Harbour by David Ray Griffin is a fascinating read.

I am now convinced that September 11, 2001 did indeed change the world. It enabled neocon foreign policy, which, although a dismal and lethal failure, has reshaped the Middle East and beyond. Obama couldn’t have happened without Bush, who would never have been reelected without 9/11 and his fireman’s-helmet, mission-accomplished reaction to it. The war in Iraq ultimately did for Tony Blair, among other things, and ushered the Tories back in here. The monetary policy of both Bush and Blair/Brown enabled the crash and recession. You might argue that the Arab Spring wouldn’t have happened had the neocon Middle East campaign not failed so miserably. Certainly, all major geopolitical events of that past ten years have their roots in that explosive day in 2001, and the tightening of security, thumping of chests and incitement of extremism (of all stripes) that grew out of it.

Me? I haven’t stepped foot on American soil since the trip in 1997 when I went up the South Tower to the Observation Deck, there to observe what can now no longer be observed. The fact that you have to be fingerprinted for the FBI now puts me off, I’ll be honest. I got to interview one of the directors of Monsters Inc, Pete Docter, when he was promoting Up two years ago, so that worked out OK, even if the thing I was marching against in 2001 didn’t. I’ve watched all the films. I’ve seen all the documentaries. I’ve read all the books – God, even a handful of novels, which I don’t normally bother with. I retrospectively purchased the September 11, 2001 edition of the New Yorker on eBay. I am still obsessed with 9/11, as it continues to exert an eerie hold over us in the West, and, I should imagine, in parts of the East.

I would like to return to New York now. See how the old place is getting on. It’s one of the greatest cities in the world. When I first went there, wet behind the ears, in 1990, I was advised, “Don’t look up.” This was when tourists might get mugged, and the best way to advertise the fact that you were a tourist was to look up. I looked up anyway. I’d like to go back so I could look up again.
